Spine Surgery and Spine Medicine Consultant

The concepts of evidence-based medicine have been the cornerstone of Dr. Dillin’s education during his spine surgery fellowship in Neurosurgery and Orthopaedic Surgery and the format for decision-making in his subsequent practice. The critical analytic features inherent in the ‘best evidence’ approach to patients have permeated his writing and his lectures, allowing flexible adaptation as the science has changed. Since July 1985, Dr. Dillin has been exclusively devoted to clinical spine, interventional spine, and spine surgery practice. The combination of clinical critical thinking in conjunction with evidence-based medicine practice, allows spine specialty focus on any Independent Medical Evaluations or Medical-Legal Reviews. He is in clinical practice performing spine surgery, spine interventions, and evaluating patients with spine conditions. He is licensed in California, Texas, Arizona, Florida and Nevada. Dr. Dillin was a former partner at the Kerlan-Jobe Orthopaedic Clinic. I spent 2022-2023 in clinical practice and at the Effective Writing in Health Care program sponsored by Harvard Medical School. The program encompassed online and onsite (Boston) attendance. My study subject was the history of the expert witness in general, and more specifically, the medical expert witness. My capstone project, from the ‘Writing for the Public’, division is attached. This is the narrative account of “The Trial of the Medical Expert Witness.”

Background Experience - Dr. Hysinger completed his undergraduate degree at Vanderbilt University where he graduated Magna Cum Laude and remained at Vanderbilt for medical school and Pediatrics training.  Following residency, Dr. Hysinger completed his Pediatric Pulmonology training at the Children's Hospital of Philadelphia where he also obtained a Master's of Clinical Epidemiology from the University of Pennsylvania.

Charles H. Heller, PhD, is a Forensic Psychology Expert with over 35 years of experience in his field. Dr. Heller is currently on staff at Rutgers University Biomedical Health Service, specializing in criminal behavior and risk assessment. He also serves as a forensic psychologist consultant for the Rockland County (NY) court evaluation service, where he has performed hundreds of child custody, as well as criminal competency and child abuse/neglect evaluations.

Frederick J. Fisher, JD, is the President of Fisher Consulting Group, Inc., a Professional Liability firm. Since his career began, Mr. Fisher focused on one vision: providing financial security to the client. The result was a successful 40 year career in Specialty Lines Insurance.

Mr. Fisher provides Expert Witness services and Litigation Strategies to attorneys representing Plaintiff and Defense. He testifies regularly as an expert witness in cases dealing with:

• Insurance Broker Standards of Care
• Real Estate Broker Standards of Care
• Third Party Administrator Standards (TPA)
• Claims Handling and Bad Faith
• Wholesale Broker Policies with "gotchya's"

Background Experience:

• For almost 20 years, Mr. Fisher was the Founder of E.L.M. Insurance Brokers, a Wholesale & MGA facility specializing in Professional Liability and Specialty Line Risks. In 1995, he formed what is now known as ELM insurance Brokers, a firm that has acted as an MGA and Wholesale Broker of Professional Liability Insurance and Specialty Lines. From nothing, the firm grew rapidly to a $30 Million dollar facility when sold in 2008
• Mr. Fisher began his career on the service side, as an Independent E&O claims adjuster. In 1982, he bought the Company. In only 4 years, the annual billings increased by 400%
• In 1989, Mr. Fisher became a Founding Member of the Professional Liability Underwriting Society (PLUS), and was elected to the PLUS Board of Trustees in 1993. After serving in all Officer capacities, he was elected President in 1997. He remains a Special Materials Expert for several RPLU courses and is the Senior Technical Advisor for The Professional Liability Manual, first published by the International Risk Management Institute in 1990
