Dr. Christopher D. Dore, Registered Professional Archaeologist 10331, provides expert witness services in the fields of archaeology and cultural resource/heritage management. His expert services focus on archaeological site damage, environmental/cultural resource compliance, professional performance and conduct, and contaminated site history (determining the origin and time of contamination through archaeological methods). He has trial, deposition, litigation, and consultation experience on major, controversial, and high-profile cases throughout the United States.

Dr. Dore is accomplished, credible, and well recognized in the archaeological community. He has held faculty positions at five major research universities and received research grants from sources including the National Science Foundation. Dr. Dore is the President-Elect of the Society for American Archaeology (SAA). He has also served as the President of the Register of Professional Archaeologists, archaeology's standards and credentialing organization, and the American Cultural Resources Association. He has been the editor of Advances in Archaeological Practice: A Journal of the Society for American Archaeology. Dr. Dore has received a Presidential Recognition Award from the SAA and the Asa T. Hill Memorial Award for outstanding contributions to Plains archaeology from the Nebraska State Historical Society. Dr. Dore specializes in the archaeology of the southwest United States, California, and Mexico.

Sanford C. Loy , CCM, B.Arch, MSCE, has over 40 years of experience in the Construction Industry. Mr. Loy has Degrees in Architecture and Engineering. A Certified Construction Manager (CCM), he is committed to the Code of Ethics and Standards of Professional Practice established by the Construction Management Association of America. CCM is the ANSI accredited professional designation for construction management and is the gold standard for CM service providers in over 145 countries.

Background Experience - Mr. Loy's experience spans virtually every type of building and design process. His strength centers on his understanding of the dynamics and interactions of the various trades and professions unique to every building project. He has experience with Construction Management at Risk, Construction Management Agency, Design-build, and Design-bid-build. Having successfully managed the completion of over one billion dollars of construction, Mr. Loy served as a Regional Engineer for the American Institute of Steel Construction and as Director of Construction and Development for Belz Enterprises, the largest development company in Tennessee, before founding Construction Strategies in 1988.

Wayne J. Seiler, PhD, PE, is a Principal Engineer with All About Pavements Inc (API), with responsibility for Airport, Highway, and Port Pavement engineering and construction projects. With over 38 years of pavement engineering expertise, he is a Registered Professional Engineer in Minnesota, Illinois, North Carolina, Florida, Virginia, Maryland, and Mississippi.

Dr. Seiler has conducted pavement evaluations and developed numerous pavement designs for the reconstruction and rehabilitation of airports throughout the United States during his 38 year career. As a project manager, he has completed pavement evaluation, rehabilitation design, and pavement management work for several commercial airports, including BWI, Charlotte International Airport, Portland International Airport, Pittsburgh International Airport, O'Hare International Airport, Raleigh-Durham International Airport, Dayton International Airport, Wichita’s Mid-Continental Airport, and Montreal’s Mirabel and Dorval International Airports. These studies were accomplished through extensive records review, thorough investigations, pavement condition index surveys, nondestructive deflection testing, remaining life analyses, rehabilitation design using FAA procedures and more advanced mechanistic analyses, and life cycle cost comparisons.

In 2017, ASCE’s Transportation & Development Institute awarded Dr. Seiler with their national Airfield Pavement Practitioner Award. This award honors and recognizes practicing engineers employed in the airfield pavement engineering profession with demonstrated leadership and achievement in airfield pavement projects.

Litigation Support - Dr. Seiler has provided expert witness and expert consultant services to assist in the investigation of Pavement Failures that have occurred shortly after construction.
