Background Experience - In 1986 Mr. Wrobel built the first Computer Disaster Recovery Center inside a telephone office. In 1987, he was the first in Dallas to run telephone traffic over the cable television system. He brokered a Master Services Agreement in 1995 between the largest employer in North Texas (Texas Instruments) and the two largest incumbent telephone companies (Southwestern Bell and GTE). His effort included lobbying Texas Public Utility Commissioners and various congressmen to create what was at that time the largest capacity network to an end user in Texas. Later that same year, he leveraged a 1995 Texas law to secure “unbundled” telecommunications pricing for his $70 Billion diversified financial services client. This was the first time in the USA an end user received unbundled pricing, a full year before the Federal Telecommunications Act of 1996 was passed!

In 1997 Leo founded a Competitive Local Exchange Carrier that became the first to be certified in all 50 U.S. states. Leo signed up several marquis customers for the CLEC in the Airline, Finance, Services, Education, and Government Markets before returning to private practice and the Leo A. Wrobel Companies in 2004.

Ms. Birken is the former CEO & Managing Partner at Urban Birken PLLC, a boutique firm that focused on serving the nonprofit community and started her own firm in 2016. Jess has extensive non-legal experience working inside nonprofit organizations for most of her career prior to law school as well as after attaining her masters.

Before becoming a private practice attorney, Ms. Birken served inside a mid-sized national nonprofit organization, Pheasants Forever. In that role she managed ~$50,000,000 in state and federal government grants and worked on hundreds of conservation real estate transactions. Jess is deeply experienced in the reality of federal grants management across the entire life cycle. Ms. Birken has a deep understanding of the norms and best practices of the nonprofit sector, as well as the legal and regulatory environment these organizations exist within. This expertise was developed through her academic work obtaining a Masters in Nonprofit Management, in the work environment and through private practice experience.

Mr. Pucell has been a Senior Advisor and Director of Seale & Associates since 2001, an investment bank in the Washington DC area. He also has served as interim CEO of a public company and has served on Boards of Directors. 

Mr. Purcell is currently Senior Director to the Investment Banking Firm of Seale & Associates, Washington, DC. area. Mr. Purcell has been an expert in more than 200 cases with over 180 Law Firms, including cases for the SEC, IRS and the DOJ. Has testified in court trials and arbitration trials over 40 times. He represents both plaintiffs and defendants. Subjects include all areas mentioned above.
