Dr. Shakir Shatnawi, PhD, PE, is a nationally and internationally recognized expert in the Transportation Engineering industry. Shakir has a Ph.D. in Transportation Engineering. Robert (Bob) Ryan, PhD, PE, is a Senior Estimator with Heavy Civil Construction experience including bridge / structures, paving, foundations, marine, and grading work. He has over 15 years of experience working within the construction industry, primarily in operations and estimating. He has completed projects totaling more than $2 billion, and was directly involved in multiple projects receiving national merit.  

Bob has led projects involving bridges, roads, marine structures, rail, tunnels, airports, and light industrial. His project management experience has led to the development and deep understanding of schedules, standardized cost estimating approaches, subcontractor management, contracts, procurement, project completion, and Disadvantaged Business Enterprise (DBE) programs compliance issues.

Litigation Support -  Working as a contractor, engineer / consultant, and owner in the heavy-highway sector gives Bob the ability to see all sides of complex contractual issues. He has been involved in cost escalation claims and economic impact analysis related to volatile market conditions. Background Experience - Bob’s professional roles have included project controls, field engineering, superintendence, project management, and estimating. In his 10 years as a contractor, he held roles from field operations to estimating. As a consultant, he managed projects ranging from $1M to $300M. As an owner’s representative Bob was responsible for complete cost estimates averaging $2B. Bob is currently a faculty member at Oregon State University in their Construction Engineering Management program. 

Bob has successfully balanced completing his multiple degrees while exceeding goals as a full-time professional. His dissertation involved economic analysis of cost variance for over 12,000 projects. Mark E. Rieser, II, MS, PE, AIA, GBC, GEC has over 30 years of experience in the Engineering, Architectural, Construction, and Building Design industry. He provides his clients with a comprehensive knowledge of Engineering, Construction Technology and Construction Standards of Professional Practice.

James M. Miller, PE, PhD – Founder  Dr. Miller is an Emeritus Engineering Professor at the University of Michigan. He has directly served in Washington originating several Federal OSHA safety regulations, and interacts regularly with CPSC regarding safety and product recalls. Dr. Miller often works on projects relating to compliance with occupational safety standards, provides upper management guidance on product design, recall and liability issues, and serves as an expert witness.

Mark R. Lehto, PhD – Co-Founder Dr. Lehto is a Professor of Engineering at Purdue University. He completed his Ph.D. in engineering at the University of Michigan, where he specialized in Human Factors Engineering, in particular Warnings and Labeling. David R. Clark, PE, PhD – Co-Founder Dr. Clark is an Emeritus Engineering Professor at Kettering University. He was an engineering PhD graduate from the University of Michigan, where he specialized in human factors engineering and system safety analyses. He has a special expertise in electrical fire- and explosion-related accidents, and has extensive experience working for loss control companies, performing over 150 fire origin and cause investigations in the past few years.

Adam M. Olshove, PE, MSE – Engineering Manager Mr. Olshove has over 10 years of experience providing consulting services to industry and the legal profession. He holds an MS in Mechanical Engineering with a focus on control systems and battery modeling (2019), and a BS in Mechanical Engineering (2012), both from the University of Michigan. He has performed dozens of on-site investigations nationwide in relation to consumer product design and industrial accidents, including failure analysis and testing.

Jeffrey D. Rupp, MSE – Engineering Associate Mr. Rupp has a BS in mechanical engineering from the University of Michigan and a MS in systems engineering and engineering management from Wayne State University. Wayne J. Seiler, PhD, PE, is a Principal Engineer with All About Pavements Inc (API), with responsibility for Airport, Highway, and Port Pavement engineering and construction projects. With over 38 years of pavement engineering expertise, he is a Registered Professional Engineer in Minnesota, Illinois, North Carolina, Florida, Virginia, Maryland, and Mississippi.

Dr. Seiler has conducted pavement evaluations and developed numerous pavement designs for the reconstruction and rehabilitation of airports throughout the United States during his 38 year career. As a project manager, he has completed pavement evaluation, rehabilitation design, and pavement management work for several commercial airports, including BWI, Charlotte International Airport, Portland International Airport, Pittsburgh International Airport, O'Hare International Airport, Raleigh-Durham International Airport, Dayton International Airport, Wichita’s Mid-Continental Airport, and Montreal’s Mirabel and Dorval International Airports. These studies were accomplished through extensive records review, thorough investigations, pavement condition index surveys, nondestructive deflection testing, remaining life analyses, rehabilitation design using FAA procedures and more advanced mechanistic analyses, and life cycle cost comparisons.

In 2017, ASCE’s Transportation & Development Institute awarded Dr. Seiler with their national Airfield Pavement Practitioner Award. This award honors and recognizes practicing engineers employed in the airfield pavement engineering profession with demonstrated leadership and achievement in airfield pavement projects.

Litigation Support - Dr. Seiler has provided expert witness and expert consultant services to assist in the investigation of Pavement Failures that have occurred shortly after construction. Engineering services include data collection with Nondestructive Deflection Testing equipment and the use of local geotechnical laboratories at the project site.

To assist in legal case resolution, API owns two Falling Weight Deflectometers that can be used to successfully gather forensic data to complement his pavement expertise. Dr. Seiler recently helped the Cities of Concord and Manchester New Hampshire defend permitting fees that charge utility companies for constructing deep utility cuts that reduce the life of roadways in their cities. The case was successfully defended all the way to the New Hampshire Supreme Court after appeals by the prosecution.
