Dr. David L. Mitchell is an authority on the Numerical Modeling of Geophysical and Atmospheric Data with a Doctorate in Meteorology from Purdue University. Dr. Mitchell has over 28 years of technical modeling experience in industry and consulting.

Dr. Mitchell is a Court Qualified Expert in Air Modeling and Forensic Meteorology. His business experience includes various research, project management and technical consulting positions with Conoco, Getty Oil Company, Texaco, Tenneco, British Petroleum, Leviathan Gas Pipeline LLP and IBM Corporation.

Dr. Mitchell has extensive knowledge of Forensic Meteorology and has published his research results on the numerical modeling of atmospheric stability and convection. Dr. Mitchell is an expert in the field of Air Pollution Meteorology with over 28 years of experience with the mathematical modeling of wave propagation in elastic media, atmospheric fluid dynamics and air dispersion modeling.

Dr. Mitchell is a specialist in Weather Event Re-Construction for litigation and has provided expert testimony for numerous cases related to severe weather events and the application of Force Majeure clauses. He has provided forensic meteorology support for civil and criminal investigations and insurance cases involving weather related accidents, the release of toxic pollutants into the air, air pollution and weather related personal injury and property damage.

He is a member of the Air and Waste Management Association, the American Meteorological Society and the National Association of Environmental Professionals. Dr. Mitchell is also an Associate Member of the American Bar Association with affiliation with the Litigation Division and is a Certified Professional Geoscientist and a Licensed Professional Geoscientist (#1330) in the State of Texas, Certified by the Texas Board of Professional Geoscientists.

Timothy R. Minnich, President, MS, QEP, is a Meteorologist and Atmospheric Scientist with over 40 years experience in the design and management of a wide range of ambient air and meteorological investigations under CERCLA and the Clean Air Act. He is a recognized technical expert on high-profile legal cases, with assignments involving forensic meteorology and reconstruction of inhalation scenarios in relation to community exposure to hazardous air pollutants (HAP). 

Mr. Minnich is accomplished in presenting conclusions and opinions derived from analysis of complex technical data in a well-reasoned and easily understood manner. He is a skilled technical writer and proven manager in a highly specialized arena. He is a nationally recognized expert in the application of optical remote sensing (ORS) for hazardous waste site remediation. He has designed and managed more than 25 ORS field investigations and air dispersion model validation studies since the promulgation of U.S.EPA (EPA) Method TO-16 for open-path FTIR (Fourier-transform infrared) spectroscopy in 1988. 

Mr. Minnich was an instructor for several half-day continuing education courses on calculating emission rates from ground-level sources.

Robert L. Scotto is a Meteorologist with over 40 years of experience in the design, management, and execution of a variety of air quality investigations. He is a specialist in Clean Air Act permitting, and is an expert in a broad range of CERCLA-related QA/QC issues. 

Mr. Scotto is a highly skilled air dispersion modeler and has extensive experience in customization and validation of AERMOD – USEPA’s most recent guideline air dispersion model. In addition to having co-founded Minnich and Scotto, he has held significant positions with other organizations, including vice president of ETG Services and zone-wide QA manager for NUS Corporation, USEPA's Field Investigation Team (FIT) contractor. In this latter capacity, Mr. Scotto was responsible for QA program implementation in all four USEPA Zone I FIT offices (Regions 1 through 4). The total value of that contract was $300 million.

Thomas R. Piazza, CCM, President and CEO of Murray and Trettel, Incorporated, brings to the company more than 35 years of experience in the field of Meteorology with more than 20 years in positions of management. He joined Murray and Trettel in 1975 after four years of experience as a Weather Officer in the U.S. Air Force.

In 1987, Mr. Piazza was named President of the Operational Forecast Division, in 1991, Executive Vice President of the Company and in 2001, President and CEO. In addition to his administrative responsibilities as President, he is a Certified Consulting Meteorologist holding Certificate #661.

Swenson Consulting offers Snow Removal Expert Witness Services to legal professionals needing assistance with snow and ice removal slip and fall cases. They are experts in black ice, sleet, freezing rain, slick conditions, freezing fog, and re-freezing. Swenson Consulting is very familiar with the snow and ice removal industry standard operations and practices across the country, and will help determine how this relates to the snow removal agreement or operations in a slip and fall incident or snow related accident.

Principal, Jeremy Swenson, CSP, has satisfied requirements by SIMA (largest nationally recognized snow and ice trade organization-Snow and Ice Management Association) to become a Certified Snow Professional. There are less than 300 CSP’s in the USA. Mr. Swenson owned and operated Snowmen, one of the largest snow and ice management companies in North America. He has been Security Clearanced and trained for onsite snow operations at the IRS Regional Headquarters, FBI Headquarters, Department Of Treasury Buildings, and many types of Airport, Railroad, Organ Transplant Centers, and Medical facilities. After overseeing thousands of commercial accounts over the years, he has worked through most every issue that is relevant to a snow removal operation in the industry.

Litigation Support - Mr. Swenson works with attorneys on defense and plaintiff sides with regards to snow removal, ice treatment, and snow removal best practices issues. He works nationwide and will travel. Swenson Consulting also offers detailed Weather Analysis services and reports for situations surrounding a slip and fall event or accident and will offer detailed weather expert witness consultation regarding the weather surrounding the slip and fall accident.
